Oracle Increases Investments in China with New R&D Center

At the opening of its flagship Openworld Asia Pacific conference yesterday, Oracle announced that it has established the Oracle Asia Research and Development Center (OARDC) in Shanghai, the third of such R&D facilities in China, underscoring its commitment to continuously invest in the region.

Serving as a major R&D base in East China, OARDC Shanghai plans to focus its development efforts on innovations around ubiquitous computing and Web 2.0 technologies for organizations across industries. It will closely collaborate with the two other OARDCs in China which are located in Beijing and Shenzhen and the other four which have been established in India, Korea, Singapore and Japan.

Together, these seven centers are linked in a R&D network focused on the creation of innovative solutions for the local and regional markets in addition to contributing to global product development.

“The establishment of the Shanghai R&D facility is a major milestone in Oracle’s investment in China,” said Pascal Sero, Vice President, Oracle Asia Research and Development Centers, Oracle Asia Pacific & Japan.

“With three centers strategically located in the country now, China in many ways serves as the hub of our R&D network in the Asia Pacific region, bringing real innovations to customers in China as they work to improve efficiencies, competitiveness and profitability.”

The OARDCs work closely with Oracle’s 13 solution centers, which operate as Centers of Expertise, Centers of Excellence, Competency Centers, or Partner Solution Centers across the region. Oracle’s solution centers strive to represent local requirements to the OARDCs and in return showcase new innovations from the development centers. The focus of the solution centers vary in terms of industry and market focus, with many dedicated to country-specific projects of national importance.

“Like the other OARDC establishments in China, OARDC Shanghai will not only carry out software engineering work for Oracle’s global products and industry solutions, but also develop emerging technologies and solutions to meet customer needs in China and Asia Pacific,” Sero said.

The Oracle Asia Research and Development Centers in Beijing, Shenzhen and Shanghai form Oracle’s primary engine for research and development in China. The projects and initiatives that have been developed there include Carrier Grade Framework, Digital City Lab, Unbreakable Linux Program, Embedded Technology and Enterprise Blogging

Oracle’s third OARDC in China is seen as the software giant’s commitment to make ongoing investments that drive economic growth, IT adoption and innovation in China.

Oracle has also recently taken up new key investment and business initiatives in China that includes setting up of new offices to meet growing demand in high-growth cities; investing in technical support facilities to address customer and partner requirements; partnering with government ministries to support regional economic development plans; and, the launch of new leading-edge software solutions and education programs to build competitive businesses and a skilled workforce.

“Oracle’s investments support our three-prong strategy to support China’s long-term growth and success,” said Roger Li, regional managing director for Oracle Greater China in a statement that was released at the Openworld Asia Pacific conference.

“Our goal is to help accelerate the adoption of information technology (IT) in public and private organizations, the development of the software industry, and the cultivation of IT talent.”

Oracle has been operating in China for 18 years with some 7,000 organizations across key industry sectors in China leveraging its database, middleware and applications software and services. Small and medium businesses (SMBs) make up about 80% of Oracle’s total customer base in China.
